Participants:

In the Caucasus Minority Course will participate representatives of Minority non-governmental organizations from all Caucasus. 8 representatives from Georgia, 6 representatives from Armenia, 1 representative from Dagestan, 1 from North Osetia, 1 from Stavropol region, 1 from Ingushetia, 10 representatives from different Azerbaijan districts.
The course is intended for people already engaged in human or minority rights advocacy in their country and for people able to train others in their community about minority rights and international institutions. As this will not be an introductory level programme, participants should have some knowledge of legal and political systems (law degrees are not required). Participants will selected on the basis of an application form. We will endeavor to have at least 50 per sent of participants from minority organizations and will aim to ensure gender balance.

The aim:

In line with the Preamble of the UN Charter, in particular, its provision "to practice tolerance and live together in peace with one another as good neighbors", to create conditions for the Caucasus youth to engage in an open dialogue about the role of young leaders in the development of peaceful relationships and good neighborhood in the name of peace.

Objectives:

 increase knowledge of minority rights standards and mechanisms operating through the UN, OSCE, and Council of Europe;
 increase participants` awareness of and ability to apply relevant and effective strategies of lobbying;
 explore how international standards and mechanisms can be useful for addressing local problems;
 engage in follow-up activities, with ongoing consultation support from International NGOs for participants advocacy initiatives.
 studying experience of each other, the culture and traditions, is an important contribution to the success of networking on the regional level, in particular, development of tolerant attitudes and good neighborhood.

Program

Each day of the seminar will focus on a different topic, as outlined below. The training methodologies will consist of some presentations, combined with a focus on practice. This will include case studies, discussions and participants` sharing their skills and experiences. There will also be exercises for enhancing participants` technical skills, such as drafting interventions for presentation at international meetings and alternative reports for submission to treaty monitoring bodies. It is hoped that participants and trainers will be a resource to each other in future work. Participants will be invited to share specific problems they are currently confronting and seek the groups advice for addressing them.
Participants will be invited to write article on minority issues, which will include in the Caucasus Minority Rights Book.
